Basanta K Pradhan is a Professor at the Institute of Economic Growth, University of Delhi Enclave, North Campus, Delhi. He led Development Planning Centre as its Head from January 2008 to February 2019. He is a well-known expert on CGE modeling and analyze issues related to climate change. Professor Pradhan was awarded Distinguished Visiting Fellowship at University of Canberra in November 2011. As a visiting senior scholar, he also visited University of Warwick in UK, Michelson Institute in Norway, Boston University in USA and so on. Professor Pradhan has delivered invited keynote/distinguished/public lectures at various conferences/ workshops/ research centers. Professor Pradhan has also published a number of books and journal papers. Currently he is also working as Adviser (Economy and Employment) for Delhi Master Plan 2043.

In this paper we analyse the economic impacts of global climate change mitigation policies on India that are consistent with the 2°C objective. Policy makers have advocated the need to achieve higher growth rates to eradicate poverty and to achieve human development goals (Planning Commission, 2011). However, the energy requirements for achieving high growth rates in a sustainable manner present a major policy challenge. Using a CGE model for India we find the choice of mitigation policy is relatively unimportant from an efficiency perspective. However, in terms of income distribution it is crucial. The emissions trading regime leads to better income distribution relative to the carbon tax regime.
